Bassong could be offered as part of a deal after the Daily Mail reported that Newcastle rejected the chance to talk to their former defender.
Arsenal have long been linked with a bid for Samba, but the player has moved to dismiss quotes attributed to him that suggest he wants a move to the Emirates Stadium.
The Gunners are thought to be preparing a bid but Spurs hope their offer of cash and a ready-made replacement will appeal to Rovers.
