Staff at Enfield Borough Council were evacuated from the Civic Centre last week after a suspicious white powder was sent to a member of staff.
Staff at the centre in Silver Street, Enfield were forced to leave the building on Friday after white powder was found in an envelope sent to a member of staff late on Friday afternoon.
The substance later turned out to be talcum powder.
An Enfield Council spokesman said: “We take a very dim view of people attempting to terrify and intimidate our staff and we will be fully assisting police in their efforts to catch the perpetrators so they can be swiftly brought to justice.”
