More than 2,900 people were caught watching televisions without paying for licences in Enfield last year.
The numbers compare to more than 1,600 people in neighbouring borough Barnet and more than 1,300 in Haringey.
Despite the high figures TV Licensing spokeswoman Victoria Sykes said the overwhelming majority of people ensure they are correctly licensed.
She said: “In order to be fair to the law-abiding majority who do pay for their licence, we’ll continue to pursue the small minority of people do not pay.
“We do understand some people may find it difficult to pay in one go, which is why we offer numerous ways to spread the cost.”
People can pay the £145.50 charge for their colour television licence with weekly cash payment plans, a savings card or a monthly direct debit scheme.
