A decision on the judicial review challenge against a landlord licensing scheme is set to be heard today.

The High Vourt will hear the case of Constantinos Regas, who owns one property in Enfield, who is to make his case for a judicial review against Enfield Borough Council.

The council hopes to introduce a scheme, known as additional and selective licensing, asking landlords to hold a £500 five-year licence each property they own.

Non-registration carries a potential £20,000 fine and a criminal record, with breach of any licence conditions carrying a £5,000 fine.

A judge will make a decision on whether a judicial review will be considered in the Administrative Court later this year.

If the case fails, the scheme will come into effect on April 1, 2015.
